Every five years, the Council adopts a State Plan setting forth the activities in which it will engage over the next five-year period. Under the State Plan, the Council makes funds available in a variety of areas for efforts to improve the lives of people with developmental disabilities in Pennsylvania. Grants are awarded through Requests for Proposals (RFPs) in a competitive bidding process.
